Huimin Card is kind of debit card issued by Beijing Rural Commercial Bank, on purpose of convincing those Beijing citizens with no social security to draw the security funds such as pensions.

Those citizens that enjoy the social insurance and supplementary security income granted by Beijing Society Insurance Administrative Center.

Huimin Card is the designated card though which clients can withdraw the security funds such as pensions that our banks are authorized by Beijing Society Insurance Administrative Center to deliver.

Huimin Card also has complete financial functions, such as multi-accounts in one card, interbank deposit and withdrawal, clients’ consumption, self-service withdrawal, telephone-banking service, agency collection and payment, interbank transfer, etc. Besides, it is free from several fees.  When fetching the card, you can take out charge agency services via Huimin Card for water, electricity, natural gas, fixed phones, mobile phones, etc; while avoiding the trouble of paying bills in long queue, which brings great convenience to your daily life.

Phone Charge Agent Service

You can bond your fixed phones and mobile phones with Huimin Cards, and entrust us to deduct the phone charge fees from your Huimin Cards on regular times. At present, our bank acts as phone charge agency for China Mobile, China Unicom, China Netcom, China Railcom.

Natural Gas Charge Agent Service

Natural Gas Charge Agency Service is the fruit of the joint cooperation between Beijing Rural Commercial Bank and Beijing Gas Group, with aim to convince the public. Those citizens who use the natural gas provided by Brach Companies I and II of Beijing Gas Group can pay the gas bill directly via Huimin Cards.

Network Electricity Charge Agent Service

Network electricity is a new means of calculating the electricity, recommended by the power company. All the sales networks of Beijing Rural Commercial Bank are supportive of this business service. There are two methods for providing such a service: pay electricity bill at a network point; or pay electricity bill at a self-service end.

Electronic Card Sales

You can purchase directly China mobile charge cards (used for charging the GoTone and Easy own mobile phones), 21vianet internet cards, SVA internet cards, Gosun online internet cards, Netcom IP phone cards, Jiton IP phone cards at the sales network or self-service end of Beijing Rural Commercial Bank.

Free from Several Fees

Initial card application fee for free, annual fee for Huimin Card for free; small account management fee for free.

Helpful Tips：

After getting a card, the card holder or the appointed agent has to take a valid ID certification to our bank to change password, so as to ensure the regular use of the card.
